HRS4R Human Resources Strategy for Researchers

The Foundation of Cancer Research at University of Salamanca (FICUS) signed and sent to the European Comission the declaration of commitment to the Principles of "The European Charter for Researchers" and "The Code of Conduct for the Recruitment of Researchers". FICUS was awarded in September 2019 with the HR Excellence in Research distinctive. 

The Human Resources Strategy for Researchers is a tool launched by the European Commission to support research institutions and funding organziations in the implementation of the Charter & Code in their policies and practices, which render them more attractive to researchers looking for a new employer or for a host for their research project. 

The Charter and The Code of Conduct are recommendations made by the Commission to Member States, which are invited to apply them voluntarily: 

  • The European Charter for Researchers is a set of general principles and requirements which specifies the roles, responsibilities, and entitlements of researchers as well as of employers and/or funders of researchers.
  • The Code of Conduct for the Recruitment of Researchers consists of a set of general principles and requirements that should be followed by employers and/or funders when appointing or recruiting researchers. Institutions and employers adhering to the Code of Conduct will openly demonstrate their commitment to act in responsible and respectable way and to provide fair framework conditions to researcher. 

The "HR Excellence in Research Award" recognizes the institutions which make progress in aligning the human resources policies to the 40 principles of the Charter & Code, based on a customized action plan & HR strategy. 

To date, 708 organizations, 162 of them are Spanish, have received the HR Excellence in Research award. 

The FICUS welcomes and supports the recommendations of the European Commission containing the "European Charter for Researchers" and "The Code of Conduct for the Recruitment of Researchers". Furthermore, in accordance, with its internal policies, it commits to develop its human resources strategy, adhering to the recommendations and principles outlined in the Charter and the Code, and ensuring tranparency, accesibility, equity, and the pursuit of excellence in the recruitment of researchers.
