HRS4R - Human Resources Strategy for Researchers

The Foundation of Cancer Research at University of Salamanca (FICUS) holds the HR Excellence in Research award, granted by the European Comission in September 2019. FICUS hires most of the technical support personnel of the Centro de Investigación del Cáncer (CIC), a joint institute of CSIC, the University of Salamanca and FICUS.

The award recognises institutions that align their human resources policies with the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, through a tailored action plan that is reviewed by the Commission.

Where we are now

FICUS is in the renewal phase of the award. The Action Plan 2024-2027 was submitted to the European Commission on 18 October 2024 and the renewal assessment, including a site visit, takes place in 20 November 2026.

The plan builds on the work done since 2019 and adds new actions on research sustainability and diversity. Its implementation is followed by the Implementation Working Group (IWG) and the HR Unit. The IWG members are listed below:

The European Charter for Researchers

In December 2023 the Council of the EU adopted a Recommendation on a European framework to attract and retain research and innovation talent. It includes a new European Charter for Researchers, which replaces the 2005 Charter and Code of Conduct and sets out the rights and responsibilities of researchers, employers and funders. FICUS will align its HRS4R work with this updated framework.
